Stambaugh: Loysville Sewer Lands Large PENNVEST Grant

HARRISBURG – Rep. Perry Stambaugh (R-Perry/Juniata) announced that Loysville Village Municipal Authority was approved by the PA Infrastructure Investment Authority (PENNVEST) Board of Directors for a $6.011 million grant and a 20-year, $2.189 million loan at 1 percent interest.

“The grant and loan will provide much-needed financial assistance to improve core wastewater infrastructure for local residents for decades to come,” Stambaugh said.

The funding will be used to upgrade the wastewater treatment plant to a 250,000-gallons-per-day sequencing batch reactor system with new influent pumping, fine screening, ultraviolet disinfection, blower and control facilities, and a revamped electrical system with emergency power. Several existing tanks will be converted for new treatment and solids handling functions, and the operations building will be renovated to include administrative, laboratory, and meeting space.

Site improvements include paving, fencing, streambank restoration, and a new outfall to Muddy Run.

PENNVEST provides low-cost financial assistance to help communities tackle water, wastewater, stormwater, and non-point source pollution projects.

The aging Loysville sewer system, built in the mid-1970s, has been the recipient of several state and federal grants in recent years, including a $7.1 million grant and $1.36 million loan from the federal Rural Utilities Service in 2023.
